摘要：民以食为天，食以安为先，安以质为本，质以检为准。食品安全事关国计民生，而食品检验检测作为食品安全监管的技术支撑尤其重要。地市级食品检验检测机构在检验体系结构中承上启下，发挥着快速就近的积极作用。但是由于改革、第三方食品检验检测机构的冲击及机构内部人才、管理等因素的影响，地市级食品检验检测机构发展面临着一些问题。本文通过对这些问题的分析，从培养专业人才队伍、转变职能及发展方式、完善内部绩效考核管理、建立科学健全的质量管理体系、走特色检验发展道路、积极应对第三方检验检测机构等方面入手，论述了解决这些问题的相应对策。

Analysis on the Development of Municipal Food Inspection and Testing Institutions

Abstract：The people take food as the heaven, the food takes safety as the first, the safety takes quality as the basis, and the quality takes inspection as the standard. Food safety is related to the national economy and people's livelihood. As the technical support of food safety supervision, food inspection and detection is particularly important. The Municipal Food Inspection and testing institutions play an active role in connecting the preceding and the following in the inspection system structure. However, due to the reform, the impact of the third-party food inspection and testing institutions, and the impact of internal talent, management and other factors, the development of Municipal Food Inspection and testing institutions is facing some problems. Based on the analysis of these problems, this paper discusses the solutions to these problems from the aspects of training professional talents, changing functions and development methods, improving internal performance assessment management, establishing a scientific and sound quality management system, taking the road of characteristic inspection development, and actively responding to the third-party inspection and testing institutions.
